Description
From October 2013-2015 Westbank delivered a diabetes treatment and prevention pilot (Living Well Taking Control) funded through a £1.2m Big Lottery Fund grant. Devon County Council (The Commissioners) and the North East West Devon Clinical Commissioning Group (NEW Devon CCG) are currently exploring the opportunity to scale up this pilot through an outcomes-based contract financed via a Social Impact Bond (SIB). Following a successful application to the Commissioning Better Outcomes fund for development funding, the commissioners are inviting proposals from organisations with the relevant experience and expertise to provide advisory support during the SIB development process. Two types of advisory support will be contracted to support this work: 1) ?Commissioner advisory support?: Advisory support for the commissioners focused on the development of an outcome-based contract. 2) ?Provider advisory support?: Advisory support for the provider (WestBank) to plan the scaling-up of the Living Well Taking Control model, identify potential investors and advise on the finance required to deliver an outcomes based contract. This tender sets out the specification for the commissioner-advisory support.
