Early Market Engagement Event for discussion on the Provision of Construction Management Services/Client Representative Services About the Organisation Great British Energy (GBE) is a new publicly owned energy company with a clear purpose: to power Britain with clean, secure, home‑grown energy and to help position the UK as a global leader in the clean energy transition. Our mission is Public Ownership of Energy with Purpose. We exist to accelerate clean energy deployment, strengthen energy security, and ensure that UK workers, communities and taxpayers share directly in the benefits of a cleaner, more resilient energy system. GBE will invest in, develop, build and operate the technologies the UK needs to increase energy independence, while giving communities a direct stake in the transition. GBE is being built to last - our ambition is to become a lasting national institution the public can be proud of, and a developer, constructor and owner of energy that is Clean, Secure and Yours. From our base in Aberdeen, we are establishing GBE as a cornerstone of the UK’s energy landscape. The Great British Energy Act, which received Royal Assent in May 2025, provided for the UK’s first publicly owned national energy company to develop, own and operate energy assets since the privatisation of the Central Electricity Generating Board in the early 1990s. The 2025 Spending Review allocated GBE and GBE Nuclear over £8.3 billion to deploy towards our missions of delivering clean energy for the people. The Opportunity GBE are looking to identify companies that can act on their behalf in the management of renewable energy projects, including but not limited to solar, onshore/offshore wind and storage (BESS, LDES and pumped hydro) to deliver its Strategic Plan which is available here: https://www.gbe.gov.uk/strategic-plan-2025-html The successful company will be our Construction Management Partner, acting as the Employer on our behalf, helping us to ensure that the projects are delivered safely, in accordance with all legal and regulatory requirements, to a high quality, in line with the approved programme, within the approved budget and in accordance with the Employer’s Requirements, planning conditions, grid requirements and all contract obligations. The services would cover from immediately Post-FID to energisation and operational handover. It is likely that some will be Multi-Contract Delivery, with others being EPC contracts. This will be a project-by project decision. GBE’s overall plan is still forming, but anticipate construction to commence over the next few years. Details of the tenders will be discussed further into the process, however details on individual projects in particular will not be provided due to their confidentiality. In terms of the general services which could be required, the following (non-exhaustive) list indicates what we could expect to include and wish to explore with the market: 1. HSE/CDM/Environmental oversight on behalf of the employer, whilst acknowledging that the Employer’s statutory client duties remain with the Employer and cannot be delegated. 2. Pre-Construction Services, including developing the Construction Execution Plan. 3. Construction Phase Services, including site based and non-site aspects, package management, programme, risks, compliance, quality and safety monitoring. 4. Handover and Close-Out Services, including overseeing snagging, handover, documentation review, close out reports and lessons learned. 5. Contractual and Contract Administration Support. We would like to explore with the market the feasibility, advantages and disadvantages of one organisation, or consortium, providing all of these Management Services. We want to explore if these services are reflective of our needs and or what additional considerations should we have to develop good specifications and contracts which are beneficial to all parties involved. We also want to explore the Aberdeen market presence or benefits an appointed supplier could bring to our neighbours. Future Procurement The purpose of hosting a market engagement event is to inform GBE considerations for potential future service delivery which may or may not result in a procurement opportunity. Procurement route, value, as well as duration values detailed in this notice are all indicative and are subject to review based on the views gathered as part of this Early Market Engagement and should not be relied upon.
