Description
The Learning and Development Service are responsible for the timely and effective identification, commissioning and delivery of learning and development activities within Liverpool City Council, including apprenticeships. There is provision for Halton Borough Council to call of this framework if they decide to do so. From April 2017, the Government funding of apprenticeships is changing. The City Council will be required to contribute to a new apprenticeship levy and pay for training and assessment providers directly for apprenticeship training and assessment provision. Apprenticeship levy funds will be managed directly by the City Council who will have overall responsibility for a new online Apprenticeship Service. The Enterprise Act also contains the provision for the Secretary of State \"to set apprenticeship targets for prescribed public bodies relating to the number of persons (\"apprentices\") who work for the body under an apprenticeship agreement\" and for public bodies to report progress against such a target. For the City Council, a target of 2.3% (based upon a workforce of 5,000 employees, 10,000 including schools) would equate to 115/230 persons employed on an apprenticeship agreement per annum. This tender exercise is intended to support Liverpool City Council in delivering the new Apprenticeship Strategy which will be provided to the appointed Suppliers. Liverpool City Council is looking for Lead and Reserve Training Providers to work in close collaboration with the Apprenticeship Programme Manager to ensure a continued and sustained positive learner experience.
