Description

Powys County Council is seeking to appoint a contractor (or a group of contractors acting as a consortium) to develop 24 units of new build council housing on a green field site adjacent to Trawscoed, Llandrinio, Llanymynech, Powys. The scheme comprises of the following house types: - x6 1-bed walk-up flats - x4 2-bed walk-up flats - x5 2-bed bungalows - x1 4-bed dormer bungalow - x4 2-bed houses - x4 3-bed houses The scheme has been designed to meet Welsh Development Quality Requirements 2021 (WDQR 2021), Secured by Design Gold and Lifetime Homes. The dwellings have been designed to meet EPC A rating.

Participation

Conditions suppliers must meet to bid.

It is a condition of participation (minimum requirement) of the Council that Bidders must: - Be registered within the Central Digital Platform. - Demonstrate sufficient financial standing. - Confirm acceptance to provide a performance bond equal to not less than 10% of the total contract value. - Confirm their agreement to use a Project Bank Account as the primary method of payment for all eligible sub-contractors. - Provide evidence of existing, or agree to put in place, insurances to the following levels: (a) Public Liability Insurance - 10,000,000 GBP (b) Employer's Liability Insurance - 5,000,000 GBP (c)Professional Indemnity Insurance - 5,000,000 GBP - Confirm acceptance of the Contract Conditions. - Agree to work in accordance with the Council's Disclosure & Barring Service Policy. - Agree to fully abide by and work in accordance with the Council's Contractors Guidance for Safer Recruitment Policy. - Be accredited as a Real Living Wage Employer through the Living Wage Foundation or must commit to gaining accreditation within six (6) months of contract award.

It is a condition of participation (minimum requirement) of the Council that Bidders must: - Be certified to Constructionline Gold, or to any other Common Assessment Standard by a Recognised Assessment Body - Have a valid registration with a Safety Schemes in Procurement (“SSIP”) accredited scheme (or demonstrably equivalent). - Provide clear evidence of demonstrable experience of delivering contracts that are comparable in nature, scope, value and duration to the requirement of this procurement. - Agree to work collaboratively with the Council to reduce the financial, environmental, and carbon impact of the scheme.
