Description

Team Leidos are proud to be delivering the logistics commodities and services transformation (LCS(T)) Delivery partner contracts (LCS (T)/0001 dated 16.4.2015) on behalf of the UK Ministry of Defence (the ‘Prime Contract’). Delivery of other parts of the LCS(T) contract are delivered by Leidos Europe Ltd (LEL) and other partners (together ‘Team Leidos’). This requirement is subject to the Public Procurement Regulations and respective advertising action. In April 2015, the MOD signed a thirteen year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services), that were historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos. Team Leidos would like to make interested suppliers aware that it has awarded tenders for its supply and delivery of Locking Devices Further to the tender notice issued on 01/09/2025, reference LSL/GS/0131 - The Supply of Locking Devices - notice number 2025/S 000-053589, Leidos Supply Ltd will award the Supply of Locking Devices to Joseph Gleave and Son Ltd on a 4 year term from 02/03/2026, with an estimated value of £10,500,000 across the 4 years.

Qualification StageBidders must achieve a PASS mark for all PASS/FAIL questions in order to be deemed compliant in the Qualification stage. Failure of any of the questions may result in a Bidder’s Tender not being evaluated further, past the point of failure.quality
Technical StageBidders who have successfully passed the Qualification Envelope will progress to the Technical Envelope evaluation. A benchmark score of 60% or higher is required for the weighted questions within the Question Set in order to be deemed compliant. Where applicable consensus of evaluators will be held, in order to establish an agreed score for responses. Failure of any of the questions may result in a Bidder’s Tender not being evaluated further, past the point of failure. Bidders must achieve a PASS on their Technical Data Sheet for each line item of the SOR to be compliant for that line. Team Leidos reserves the right to contact the Bidder with clarification questions where required to resolve any unclear aspect of the product offered. Only technical data sheets (TDSs) for each line item bid on that are deemed compliant will progress to Commercial Evaluation.quality
Commercial StageThe submitted prices of any Bidders whose bids have passed all previous phases will be assessed. Leidos Supply Limited (LSL) intends to award a minimum of one contract for this requirement. However, LSL reserves the right to award up to two contracts if necessary to ensure full coverage of the Schedule of Requirements (SoR) items and to achieve best value for money. The Bidder must tender for 95% of the items listed within Lot 1 and 95% of the items listed within Lot 2 of the Schedule of Requirements (SoR). Team Leidos will award on a line-by-line basis using the following criterion: Lowest Price Compliant Bid Total Tender Value = Lowest Priced Compliant Bid per NSNprice
