Description

Provision of RAF Digital Various Radio Equipment including ancillaries and support, utilising the Direct Award process available on the CCS Networks Services 2 Framework (the Supplier has an existing Service Offering which met the needs of the customer). The scope of this requirement is to enable the supply and support of PMR and DMR equipment and associated services to the RAF Digital on a call-off basis. This requirement will result in a Call-Off Contract(s) for the provision of PMR/DMR services to the MoD and other third parties as agreed by Defence. The supplier of PMR/DMR services (Contractor) will provide standalone PMR/DMR systems for RAF Digital, with the capability to deliver services. The PMR Service Offering is set to enable Defence users the ability to buy and support PMRs. The Service will offer complete and homogeneous collection of products through which authorised customers can directly purchase all their radio requirements. The intended benefit of the Service is to reduce instance of users purchasing inferior products that may be incompatible with their existing equipment, and with less effective engineering support packages. The Service is to offer assured quality PMR products, commonality of equipment, engineering capabilities, maintenance packages including system Health Checks, safety cases, the Independent Audit of Safety Cases and innovative resolutions. All radio equipment being provided will have to comply with as a minimum condition, the meeting of requirements of latest European Telecommunications Standards Institute (ETSI) Specifications (the latest version being ETSI EN 301 489-5 v2.2.1 as of 31 July 2019). They will also be obligated to legitimately function on licenced frequencies as a mandated legislative requirement. There also is a need for maintenance engineers to be CONDO trained or be willing to under-go CONDO training. A key aspect of this Service is the requirement for a technology neutral PMR supplier. This is to ensure all options are unbiased, well-thought-out and a variety of solutions offered for customer selection to suit local needs. All items in the GeM Service Offering should be covered by a managed SECRs in accordance with the DSA03 DLSR LSSR Land System Safety and Environmental Protection Defence Codes of Practice . All items in the GeM Service Offering should be supported by an appropriate CLS solution to ensure all capabilities can be appropriately supported through life. All items listed in the Service Offering should be subject to an obsolescence management process. Where an item is deemed obsolete an alternative offering should be provided through the GeM Service Offering. Items listed in the GeM Service Offering that are required to be interoperable with "Blue" forces should comply with all appropriate NATO STANAGs. Items listed in the GeM Service Offering should comply with all current Health and Safety legislation.
