Award criteria
Criteria the buyer will use to evaluate bids.
| Name | Description | Type | Weighting |
|---|---|---|---|
| Service Delivery and Technical Methodology | Ofcom will assess the extent to which the Tenderer offers a clear, credible and effective approach to delivering a proactive, lawful and risk‑based threat monitoring service. This includes how monitoring coverage is determined, how analysis is conducted, and how the approach aligns with Ofcom’s prioritisation model to provide timely, relevant and actionable intelligence. | quality | 30.00% |
| Incident Handling, Escalation and Crisis Support | Ofcom does not require permanently staffed continuous monitoring where risk does not justify it; proposed models should focus on prompt escalation availability and proportionate surge response. Ofcom will evaluate the Tenderer’s ability to validate, escalate and communicate high severity threats effectively, including responsiveness for Tier 1 issues and the quality of support provided during live incidents or periods of heightened risk. Responses will be assessed on the proportionality and appropriateness of the escalation and surge model, rather than continuous activity or fixed staffing assumptions. | quality | 15.00% |
| Experience, Expertise and Resource Quality | Ofcom will evaluate the skills, experience and suitability of the team proposed to deliver the service, including relevant experience in threat monitoring or online intelligence work and arrangements for ensuring continuity and quality. Assessment will focus on the relevance and appropriateness of expertise and governance arrangements, rather than the size or scale of the team proposed. | quality | 10.00% |
| Project Team Service Transition, Onboarding and Integration | Ofcom will assess the Tenderer’s ability to implement the service smoothly and integrate it with Ofcom’s existing processes. Ofcom will consider the proposed onboarding approach, the development of initial monitoring parameters, and how the Tenderer intends to establish secure, reliable reporting and communication channels. | quality | 10.00% |
| Technical Solution - Reporting, Governance and Performance Management | Ofcom will assess the clarity, quality and usefulness of the Tenderer’s proposed reporting and governance arrangements. This includes how effectively the Tenderer will communicate threat trends, provide decision ready information, and demonstrate performance through appropriate measures and oversight mechanisms. | quality | 10.00% |
| Technical Solution Innovation, Continuous Improvement and Optional Enhancements | This criterion considers the Tenderer’s plans for improving the service over time, including any innovations or enhancements that add value to Ofcom’s security objectives. Ofcom will assess whether proposed improvements are realistic, proportionate and capable of delivering meaningful benefit. | quality | 5.00% |
