Description
The provision of manned guarding services is critical to the FCDO’s operational capability to achieve HMG’s objective to keep its asset safe and to discharge its Duty of Care to staff and visitors. The FCDO is seeking an experienced and competent Contractor to deliver this service across its Estate.

The contract will include an optional 12 month extension, which the Authority may exercise at its discretion to maintain continuity of service and ensure operational resilience. The Authority may choose to apply the extension where the supplier has shown consistent achievement of Key Performance Indicators (KPIs) across the core contract period. This includes sustained delivery against service critical measures such as security performance, operational responsiveness, adherence to incident management protocols, training and competence standards, and customer service requirements.

Conditions suppliers must meet to bid.
Suppliers must demonstrate appropriate legal capacity, financial capacity, and relevant standards and certifications to deliver the UK Security Guarding Services requirement. These conditions will be applied fairly and transparently in line with the Procurement Act 2023. Legal Capacity: Suppliers must confirm compliance with all applicable legislation (including, for example, data protection, Modern Slavery, and Equality and Human Rights) and provide evidence of the licences and certifications required to deliver security guarding services, such as Security Industry Authority (SIA) licensing and Approved Contractor Scheme accreditation. Suppliers will also be required to confirm that they meet the mandatory participation conditions set out in the Procurement Act 2023, including any applicable exclusion grounds, as part of the PSQ submission. Access to Information: Due to the sensitivity of the requirement, all suppliers must review, complete, and return a Non-Disclosure Agreement (NDA) as part of their PSQ submission. The purpose of the NDA is to enable access to confidential information during the procurement process and does not constitute any form of pre-qualification, selection, or guarantee of progression to the ITT stage. Financial Capacity: Financial stability will be assessed using information submitted via the Central Digital Platform and supporting financial templates, alongside independent credit reference checks, to assess financial risk and overall economic and financial standing. Standards and Certifications: Suppliers must also confirm any relevant industry certifications (e.g. ISO standards) in addition to those required under Legal Capacity.
Suppliers must demonstrate relevant experience in delivering security guarding services of a comparable scale and complexity, including multi-site delivery, deployment of appropriately licensed personnel, and delivery within high-security or sensitive environments. Responses must be supported by clear and relevant evidence. A scored question assessing suppliers’ relevant experience will form part of the Pre-Selection Questionnaire (PSQ) and will be used, alongside mandatory pass/fail requirements, to identify the highest-ranking suppliers to be invited to the Tender stage.
