Description

Delivery of the Modeshift STARS Programme, a nationally recognised accreditation scheme funded by the Department for Transport. The programme supports schools in promoting sustainable and active travel, reducing congestion, and improving road safety. This tender seeks a partner with proven expertise in school engagement and sustainable travel initiatives to ensure continuity and growth of the programme across Sheffield. Maximum available budget - £440,000 including option to extend.

Participation

Conditions suppliers must meet to bid.

(i) Technical ability - Membership of the Modeshift STARS Accreditation Travel Plan Scheme either with a Modeshift STARS Accredited Delivery Partner status, or as a Modeshift STARS Trained Practitioner in order to deliver programmes to schools, in accordance with Active England and the Department for Transport. (ii) Suppliers' qualifications - Successful completion of appropriate Modeshift STARS delivery training as appropriate to gain either (or both) Accredited Delivery Partner status or Trained Practitioner status. (iii) Experience - Suppliers must be able to demonstrate experience and skill set referenced in the Technical Specification, in particular proven expertise in school engagement and sustainable travel initiatives. This being deemed a proportionate means of assessing the capability and capacity of Suppliers to deliver this contract. The Authority has identified the following technical requirements as "Essential Elements" as stipulated below: * All staff involved in school engagement must hold an enhanced DBS check. The Supplier is responsible for ensuring compliance and providing evidence prior to commencement of work. * The Supplier shall, upon request, make available to schools / the Council evidence in relation to the vetting and barring checks undertaken for individual pupil's instructors.
