Description
The Catapult is undertaking an exercise to appoint a suitable, capable and experienced provider of governance and business model development services to work on our Hyper Connected Cities project. The Future Cities Catapult has a requirement for professional services to help develop new legal, financial and governance policy tools and instruments required to support market creation in cities for use cases enabled by the deployment of new connectivity infrastructure (e.g. LPWAN, 5G) and data and other digital technologies. The focus in terms of market creation for this work in the development, deployment, and management of large scale city based demonstration and test bed projects. These are projects where use cases are deployed into cities combining digital and physical infrastructure into new forms. The mode of delivery is often through large scale research collaborations between the public and private sector focused on a particular place. The use cases under consideration will fall under the following themes with examples in: • Advanced Urban and City Services • Connected and Autonomous Vehicles • Smart Logistics • Mobile Media and Cloud • Healthcare • Smart Utility Systems • Rail Through this procurement, we are seeking consultancy services for the following activities: • Mobilise leading research and commercial expertise and knowledge their policy area to co-develop a new set of legal, financial tools and policy instruments as part of the expert panel process. • Bring detailed examples of best practices to the process to assist in the formulation of new tools and instruments and ensure lessons are learned. • Utilise their networks to pull through research and evidence to address issues and risks that emerge through the expert panel process. • Respond in verbal and written formats to proposals for new tools and instruments and forward plans for their implementation. • Provide advocacy for the process and support promoting the outputs of the panel to stakeholder groups and in policy and investor forums. • Deliver specific outputs set out for each panel member set out in the outputs section. • Participate in industry engagement and validation events.
