Description
The Maritime and Coastguard Agency (MCA) is establishing a Dynamic Market for the provision of specialist technical, operational, scientific and advisory services in support of maritime, offshore energy, environmental response and security-related activities. The Dynamic Market is intended to provide a flexible and compliant commercial mechanism to enable Contracting Authorities to procure multidisciplinary services in both planned and time-critical scenarios. This includes, but is not limited to, support for incident preparedness, response, stabilisation, recovery and post-incident assurance. Services to be delivered under the Dynamic Market may include technical advisory, operational delivery, engineering support, scientific analysis, regulatory guidance and specialist consultancy. Requirements may arise in complex, high-risk and multi-agency environments, including maritime salvage, offshore intervention, well control, pollution response and other emergency or contingency situations. The Dynamic Market is designed to support integrated and multidisciplinary delivery, allowing suppliers to provide services either as standalone technical specialists or as part of coordinated delivery teams, depending on the nature of individual requirements. Suppliers may participate individually or as part of consortia where appropriate. The scope is deliberately broad and non-exhaustive to allow for evolving operational requirements and emerging risks. Services may be required across the UK, as well as in support of the UK’s Overseas Territories and Crown Dependencies, where delivery conditions may involve additional logistical complexity and specialist capability. The Dynamic Market will remain open throughout its duration, enabling new suppliers to apply for admission at any time, subject to meeting the applicable selection criteria. Admission to the Dynamic Market does not guarantee work; suppliers will be invited to participate in call-off competitions based on capability, availability and the specific requirements of each procurement. While government-wide commercial agreements exist, the Dynamic Market has been established to provide access to specialised capability not fully addressed through existing centralised routes, particularly where rapid mobilisation and operationally integrated delivery are required.

- Suppliers wishing to participate in the Dynamic Market must register via the Department for Transport’s e‑procurement portal at https://dft.app.jaggaer.com/web/login.html. Registration involves creating a supplier account and completing the required organisation details, after which suppliers will be able to access opportunity documentation and submit applications for admission. All communications, clarifications and submissions will be managed through the portal, and suppliers should ensure their contact details and profiles are kept up to date. It is anticipated that sourcing activity will commence on 05/06.
