Description
The NWUPC has a requirement to establish a Framework Agreement for the provision of Global Mobility Support Services. NWUPC is managing this procurement process in accordance with the Public Contracts Regulations 2015 (the “Regulations”) on behalf of members of North Western Universities Purchasing Consortium (NWUPC), North Eastern Universities Purchasing Consortium (NEUPC), Southern Universities Purchasing Consortium (SUPC), London Universities Purchasing Consortium (LUPC), Advanced Procurement for Universities and Colleges (APUC), Higher Education Purchasing Consortium Wales (HEPCW), Crescent Purchasing Consortium (CPC), and U K Shared Business Services Ltd (UKSBS). This Framework Agreement will commence on 1st September 2016 for an initial period of 36 months until 31st August 2019 with the option to extend the Agreement for 12 months until 31st August 2020 subject to satisfactory Economic Operator performance. 1.3.5 The Framework Agreement will be split into 5 lots as follows: Lot 1 – Legal Services Lot 2 – Taxation & Accountancy Services Lot 3 – International Payroll Services Lot 4 – Domiciliation Services Lot 5 – Relocation Services You can apply for a single lot or for multiple lots. You only need to complete and return one ITT document no matter how many lots you are applying for. However you must indicate in section 4 Lot Application which of the lots You wish to apply for. You will also have to complete any Lot specific documents. A full list of the documents required for a complete tender submission is provided in section 18 Document Checklist. Each bid will be assessed on its own merits and each lot will be evaluated and awarded separately. Successful award on a particular lot does not enable You to supply under any other Lot(s). Each firm tendering for Lot 2 will be expected to provide a web based knowledge portal providing summary taxation guidance and advice with a Higher Education focus for country by country on a worldwide basis. Firms tendering for Lot 2 can confirm that they are willing to provide a web based knowledge portal as per question 7 of Appendix 7. Firm should be able to tailor their advice to take into the account the regional requirements depending on the location of the University.
