Description
Cornwall Council, in partnership with Plymouth City Council, seeks to appoint a Principal Contractor to undertake rebuilding and repair works to the sea wall at 4nr locations at Cremyll Quay within the Mount Edgcumbe Estate near Torpoint, Cornwall: i) Mount Edgcumbe Quay ii) Toll House Quay iii) Lower Lodge Beach iv) Garden Battery Beach Cornwall Council, acting as Procurement Lead for the joint authorities, has commissioned the design of the works by Cormac Solutions Limited. The works are being funded by the joint authorities, with a funding application also having been made to the Environment Agency. The Council seeks to appoint a suitable and demonstrably experienced Principal Contractor to undertake the rebuilding and repair works under an NEC 3 Engineering and Construction Contract 2013 Edition (Option C – Target Cost) with secondary options and Z clauses as included with the procurement documents. The works shall include vegetation removal, masonry repairs and repointing, reinstatement of scour damage, sprayed concrete repairs to masonry and at Mount Edgcumbe Quay, the rebuilding of a length of a mass concrete retaining wall with masonry facing. It is expected that the Contractor will need to design and install a temporary coffer dam to this last work area, the foot of which is below the mean low water level, in order to expedite the works. It is anticipated that MMO approval will be received in January 2017, following which the contractor will be formally appointed and the Construction works will start as soon as possible thereafter with projected completion by May 2017. The sites are on publicly accessible open space and the foreshore, and are accessible by public highway, although access to Garden Battery Beach will require arrangement with the Mt Edgcumbe Estate. Toll House Quay will remain in use by the ferry operations to/from Plymouth, each day at various times, during the construction period.
