Description

Christchurch Town Council invites tenders for the provision of waste collection, removal and disposal services across its public spaces. The contract will commence on 1 October 2026 for an initial period of three (3) years, with the option to extend for a further one (1) year at the Council's sole discretion. The Council seeks to appoint a competent and experienced contractor capable of delivering a safe, reliable, responsive and environmentally responsible waste management service that: • Maintains clean and welcoming public spaces; • Supports the Council's environmental objectives; • Provides value for money; • Responds effectively to seasonal demand; and • Complies with all relevant legislation and industry standards.

Price and Value for MoneyThe Council will evaluate: • Annual contract prices; • Pricing schedules; • Schedule of rates; • Transparency of pricing; • Overall affordability; and • Value for money. Only tender submissions that are considered compliant with the requirements of the tender documentation will be included in the price evaluation. The lowest priced compliant tender will receive the maximum available score for this criterion. The Council reserves the right to investigate any abnormally low tender submission and may seek clarification where pricing appears unsustainable.cost30.00%
Experience and ReferencesTenderers shall provide details of relevant contracts delivered within the last five years. The Council will assess: • experience of waste collection and waste management contracts of a similar nature and scale; • experience delivering services in public spaces, parks, open spaces or other high-footfall public areas; • experience managing public litter bins, dog waste bins, recycling provision and/or mixed waste streams; • experience responding to seasonal demand, events, overflows, fly-tipping or ad hoc clearances; • ability to work safely and courteously in public-facing environments; • client references; and • evidence of satisfactory service delivery. Preference will be given to demonstrable relevant experience rather than contract volume alone.quality10.00%
Contract Management and ResourcingTenderers shall explain how the contract will be managed. The Council will assess: • Proposed contract management and supervisory arrangements; • Staff resources; • Contingency arrangements; • Communication processes; • Reporting arrangements; • Responsiveness to service requests; and • Arrangements for dealing with emergencies, complaints and service issues. The Council will particularly consider the extent to which proposed arrangements support effective communication and proactive contract management.quality10.00%
Environmental SustainabilityTenderers shall provide a statement explaining how they will support the Council's environmental objectives through the delivery of the waste management service. The Council will assess: • understanding of the waste hierarchy and how it will be applied to the service; • measures to reduce waste sent to landfill; • proposals to improve recycling, waste segregation and diversion from landfill; • arrangements for managing contamination and rejected loads; • use of low-emission vehicles, efficient routing or other measures to reduce carbon emissions; • disposal and recycling routes, including use of authorised facilities; • environmental reporting and provision of waste transfer or disposal information; and • continuous improvement arrangements.quality15.00%
