Description
The support is based on a recovery and rehabilitation focused model, with all service users receiving a core package of support from a staff group. Support received will be delivered as stipulated in each service users Social Care Assessment and individual Care Plan. Each service user will also require an outcome planner to evidence their support/ rehabilitation package which enables them to gain the skills required to live independently in the community. It is expected that the successful provider will work closely with Adult Social Care and Commissioning to support reintegration into the wider community. The service will provide support in addition to the existing support delivered under the Community Mental Health Framework (CMHF). It does not replace existing commissioned services.

Criteria for Economic and Financial Standing We have a financial viability criterion also; This is the financial viability criteria our DASS would like going in our tender: Section 5 - Criteria for Economic and Financial Standing Please attach the following information: • Previous six months management accounts • Previous six months bank statements • A reference letter from a bank or chartered accountant that confirms that the bidder has the financial resources to meet the requirement of the contract. • Please advise if the information provided is that of you as a Bidder or an entity on whom you are reliant to meet the criteria along with the entity's details. The information provided in response to Section 5 will be used by the Council to assess the Economic & Financial Standing of Bidders or entity on whom Bidders are reliant to meet the selection criteria. In addition, the Council will obtain a Company Watch Credit Report for the Bidder or the entity on whom it is reliant. The ratings will be used to provide an indication of the bidders' Economic and Financial Standing in support of the other metrics used. They will be used to corroborate analysis and assist the identification of any risks but will not be relied upon as the sole measure of Economic and Financial Standing. The authority will use the above evidence to assess the bidders' financial capacity to perform the contract. Assessment of Economic and Financial Standing shall be transparent and objective. The criteria that will be used to assess the Economic & Financial Standing of Bidders / entities on whom they are reliant will be: • The risk of business failure. The provider will be required to have a Health Score of 50 or better. • The bidder can show consistent funds to cover a minimum of 16 weeks of payroll bill for the contract at any time over the previous six-month period. • The bidder is able to provide a reference confirming financial capability to deliver the contract. Bidders who fail to meet two or more of the above criteria will be considered to have an unfavourable risk and will be provided with the opportunity to offer a written explanation as to why a different assessment of risk may be more appropriate.
