The LGA is seeking to procure a short study, report and recommendations on the impact on councillors, and the recruitment of candidates, of the current arrangements around remuneration, terms and conditions, benefits and the responsibilities of councillors. The context for this work includes the evolution of the councillor role (including the widespread adoption of executive-based arrangements for council leadership) in recent decades; the impact of the current programmes of local government reorganisation and devolution on the role and number of councillors; and likely forthcoming changes to the standards regime for councillors in England.
