Description

The contracting authorities are exploring the potential procurement of a low carbon/renewable electricity supply under the Utilities Contracts (Scotland) Regulations 2016. This supply must be delivered directly to Shieldhall WWTW and Queen Elizabeth University Hospital, via a private wire connection, and meet specific technical and delivery requirements. In particular, the authority is seeking to understand the extent to which the market can provide: - A low carbon/renewable electricity supply of 37 GWh per annum for use at the authorities sites; - Delivery of that electricity via private wire infrastructure that does not rely on the public electricity grid; - Full commissioning and operational readiness of the solution by 1st January 2027 - Technical feasibility of locating generation infrastructure within the vicinity of the sites to enable a private wire connection that minimises transmission losses and aligns with planning and development timescales. This early market engagement exercise is intended to inform the authorities understanding of local market capability and to determine whether a competitive procurement procedure is appropriate. This PIN is not a call for competition but forms part of a preliminary market consultation. This market engagement is being conducted jointly between Scottish Water and NHS Greater Glasgow & Clyde, with NHS National Services Scotland acting in an advisory capacity. The estimated total value is indicative over a 10-year period based on current prices and will be indexed over time.
