Description

Modification Notice Original description: Requirement The Armed Forces People Programme (AFPP) requires "stated preference" modelling to understand the likely impact on recruiting & retention of Service (military) personnel of a no. of options for a new package of financial & non-financial rewards (the "New Offer"), & of new contract terms that will allow Service Personnel to work part-time or to limit their liability to be moved around the country or overseas. Background The UK's 2015 Strategic Defence & Security Review (SDSR) undertook to "enable our AF to work more flexibly, reflecting the realities of modern life" (para 4.53), & to "develop a new AF offer for new joiners" (para 4.54). The AFPP's mission is to deliver the commitments made in SDSR. Its vision is to create "a modern &inclusive AF which attracts, retains & values its people, in order to enhance operational capability, offering choice as to how they live & work providing a comprehensive & sustainable reward package that recognises commitments & service" Description of the modifications It was identified that Defence would gain considerable extra benefit from splitting the current planned survey (which supports 2 projects in the AFPP) into delivering two separate reports. This would result in additional cost and extension to original contract. Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor: The additional work required is heavily dependent upon the work already commenced by current contractor therefore there is a need for this contractor to continue with the revised deliverable, in order to meet the Authority's original & new delivery time.
