Description

Highways England is looking to set up a contract for provision of services within Commercial Intelligence Team. C&P Commercial Services Division supports the delivery directorates to achieve good business outcomes by developing cost, time and supplier intelligence required for effective decision making. The Cost Intelligence Database was first established in 2013/14 The database acts as a repository to store unit cost data from schemes as they are built, which is then used to benchmark and challenge the cost base of future schemes. As the database is primarily used as a data store, the level of intelligence that can be directly derived is limited. The investment is to trial the use of automation of processes that will enable extraction of intelligence from source. This will reduce the need for manual processing of data, limits potential human error and the ability to demonstrate efficiency more effectively. The specific requirements are: - Conversion of Cost Analysis Simulation Tool (CAST) from an excel based spreadsheet into the database itself. - Live feed from the database to CAST. - Holding of Project Bank Account data to report indirect SME spend as part of our statutory reporting requirement within our licence. - Ensure that PBA data held within the database addresses the issues contained within the 2019 Internal Audit Report (copy can be supplied upon request.
