Description

SUPPLIER ENGAGEMENT WEBINAR A supplier engagement webinar will take place on 5 May 2026. If suppliers wish to participate in this webinar, they should register their interest by 12.00 on 1 May 2026. Interested suppliers should register interest by emailing esmcpsupplier@homeoffice.gov.uk. The Emergency Services Mobile Communications Programme (ESMCP) will brief registered suppliers on forthcoming tender activity and timelines as well as desired procurement outcomes and framework arrangements. Suppliers will have the opportunity to ask written questions during the webinar or by 17.00 on 11 May 2026. All questions and answers will be shared on an anonymised basis. Signature of a mutual Non-Disclosure Agreement (NDA) will be needed before participation in the tender or any preliminary market engagement activity, including this webinar, where one doesn’t already exist. If a relevant NDA is not already in place, please request an NDA document when registering interest. PROCUREMENT DESCRIPTION SUMMARY The procurement will contract for commercially available off‑the‑shelf (COTS) mobile communication devices to be developed by successful suppliers to meet ESN technical, security and public safety requirements, in order to achieve ESN certification. Device categories include: -Ruggedised and non‑rugged handheld devices (smartphone and feature‑phone form factors), supporting ESN or ESN plus TETRA functionality where applicable; and -Fixed vehicle devices (FVDs), supporting ESN or ESN plus TETRA functionality. The Authority intends to appoint multiple suppliers across the device categories in order to maximise choice and resilience for framework users. Detailed award structures, including maximum supplier numbers to be awarded contracts for each Device category and any use of lotting, will be confirmed in the UK4 Tender Notice. The scope of this procurement is limited to device development, testing and ESN certification activities. The routine supply of certified devices, accessories and associated services to operational users is expected to be delivered through call‑off contracts under GCA's NS4 framework (RM6377).
