Conditions of participation are included in the tender document but bidder should note that this contract is reserved to suppliers based within the county of Hampshire in accordance with article 3 of the Local Government (Exclusion of Non-commercial Considerations) (England) Order 2026. The council has chosen to do this to support its corporate objective of delivering strong, sustainable business growth and to reflect the National Procurement Policy Statements focus on local suppliers as well as to make the opportunity more appealing to our local SMEs. To be eligible for consideration for this opportunity, bidders must be based within the Hampshire County boundary. Based being defined as where that contractor is situated or has established substantive business operations, not taking account of the location of the corporate ownership or control of the contractor. As a minimum we expect this to be a staffed premises. Bidders are required to self-certify that they meet this criterion but the council reserves the right to request additional information to confirm that this criterion is satisfied. Where the council cannot confirm or is not satisfied with the supplier’s response, the council reserves the right to award the contract to the next highest ranked bidder.
