Description
Northern Trains Limited (NTL) intends to establish a Construction Framework Agreement to support the delivery of infrastructure works across its Train Care Centre estate and Stations. This Framework will form a key component of NTL's asset management and capital delivery strategy, enabling the efficient, consistent, and compliant delivery of works through a pre-qualified and capable supplier base. The Framework will be structured across a number of specialist lots to ensure the appropriate alignment of contractor capability with the diverse and technically complex requirements of depot environments. The proposed lots are as follows: -Lot 1- Internal Building Fit Outs Comprises of: - Fit Out -Storage & Spares -Waste Security -Fire Systems -Heating & Ventilation -Lot 2 Access and Component Movement Solutions Comprises of: -Access Solutions -Component Removal & Movement -Lot 3 Multi-discipline Railway Solutions and Integrated Major Projects Comprises of: -Fitout -Access Solutions -Component Removal & Movement -Storage & Spares -Waste Security -Fire Systems -Heating & Ventilation -Servicing Facilities: CET, Tanking, Sanding, Fuel, Ad Blue, Screen -wash, Oils, Fluids -Cleaning -Special Tooling -Electrification Works -Track/ permanent Way -Power, Mechanical and Electrical Installation -HV -Signalling -Telecoms -Civils & Buildings construction -Geotechnical -Environmental inc. Energy Drainage -Highways/ Road Transport/ Walkways -Systems -Assurance -Lot 4 Design & Build Specialist Train Servicing and Maintenance Solutions Comprises of: -Servicing Facilities: CET, Tanking, Sanding, Fuel, Ad Blue, Screen wash, Oils, Fluids -Cleaning -Special Tooling -Environmental inc. Energy The Framework is designed to facilitate the call-off of works packages on both a programme and project basis, providing flexibility, scalability, and value for money across a geographically dispersed portfolio of operational Train Care Centres and stations. Contractors will be required to deliver works in accordance with defined performance standards, operational constraints, and all applicable statutory and regulatory obligations, including those specific to the rail environment. Suppliers appointed to the Framework will be expected to apply industry best practice and draw upon their technical expertise to achieve the following key objectives: -Quality and Value Delivery: Deliver works to a high and consistent standard, ensuring cost efficiency and demonstrable value for money across all call-off contracts. -Flexible and Scalable Delivery Model: Provide a responsive service capable of delivering a range of works packages of varying complexity, scale, and location, including the ability to support concurrent delivery across multiple depots. -Safe and Operationally Compliant Execution: Ensure all activities are undertaken in full compliance with health and safety legislation, railway standards, and NTL operational requirements, maintaining a safe working environment within live depot settings. -Operational Continuity: Deliver works in a manner that minimises disruption to depot operations and supports the continued availability and reliability of rolling stock. -Asset Integrity and Longevity: Maintain and enhance depot assets in line with statutory requirements, relevant industry standards, and manufacturer guidance to ensure durability and whole-life performance. -Performance and Continuous Improvement: Operate within a structured performance management regime, contributing to continuous improvement, innovation, and efficiencies across the Framework term. NTL is seeking to establish collaborative, long-term relationships with Framework Contractors, underpinned by strong governance, effective contract management, and a shared commitment to delivering high-quality outcomes across its works infrastructure portfolio.
