Description
The Council is seeking to procure delivery of three lots of Adult Learning courses to the value of ?225,000 in total (?75,000 per Lot), inclusive of the Council's management fee which is estimated to be around 20%. Therefore, the maximum amount payable to the successful Provider per Lot, for delivery to 31st July 2021 is ?60,000. Any over delivery will be at the Providers' own risk. Lot 1: This contract is for the provision of accredited learning. The focus will be on core subjects of English and maths. The accredited learning level being sought is for entry level to Level 1. BHCC is seeking an equal split in the number of courses offered at entry level and Level 1. As stipulated above we require the successful delivery of this learning by the 31st of July 2021. The maximum amount payable for this Lot is ?60,000. Lot 2: This contract is for the provision of accredited Learning. For this Lot the focus will be on health & social care related courses and service industry programmes (such as security courses). The accredited learning level being sought is for Level 1 or Level 2. Again, as with Lot 1 this Lot will be required to achieve successful delivery of the learning/courses by the 31st of July 2021. The maximum amount payable for this Lot is ?60,000. Lot 3: Non accredited learning: Flexible programmes which encompass wellbeing, career pathways and confidence building (maximum value ?60,000). This would Include courses which for example: o boost self-confidence and raise self-esteem o help to manage and support mental health o build self-care and resilience o improve communication skills The Education & Skills Funding Agency (ESFA) funds the Council's adult & community learning provision which provides education courses to adults aged 19 or over in the city. The Council is the lead or main provider with the ESFA of this learning provision. All provision must be compliant with all ESFA Adult Education Budget regulations (link available in the 'Service Specification' document). The Provider support manual provides additional guidance to meet the requirements for audit and Individualised Learner Record (ILR) data returns. Fees must be collected from learners in accordance with the ESFA's funding rules. The ESFA has stipulated that Providers must not subcontract to a second level. Providers are required to be registered on the Register of Training Organisations (ROTO) in order to bid on this tender.
