Description
The specific aims of this contract are: 1. Refining current systems and approach: There is a recognised need to strengthen the West Africa CSSF's approach to measuring results and impact and to support the alignment of all programmes with their overarching strategies. This will include the review of existing processes and mapping out the necessary steps to bring improvements; including promoting adaptive management techniques and the creative use of Monitoring and Evaluation (M&E) tools in order to maximise the impact of tailored M&E support 2. Taking forward a portfolio approach to measuring effects and impact: the supplier will assist HMG in delivering improved M&E processes across projects, programmes and in particular at the portfolio level to ensure accurate capture of our activities outputs, outcomes and impact. Further, the supplier will develop an approach to build a stronger understanding of the value for money of CSSF programmes in West Africa 3. Learning: We aim to build a robust evidence base to strengthen learning and an understanding of what works and why at project, programme and portfolio level as well as across specific thematic areas, such as gender, relevant across West Africa. This includes better capturing the impact, synergies, added value and challenges of cross-departmental cooperation on conflict, stability and security in West Africa. 4. Technical assistance: We wish to building the capability of HMG staff and our implementing partners (International NGOs, national NGOs, Multilaterals and private sector organisations) to better design, implement and monitor CSSF funded work. This will require the supplier to provide hands on support in creating M&E tools. Technical advice is also required through the provision of ongoing M&E advice through an M&E adviser position provided by the supplier.
