Description
The current chest seal used is the Russell Chest Seal. Leidos is looking to procure a Chest Seal which has undergone the same UK military operational testing as the Russell Chest Seal. The introduction of a Chest Seal that doesn't meet the required UK Military operational testing could prove a potential risk to life. Justification for naming a brand within a requirement is covered within PCR 2015 at Section 5, Technical Specifications, 42 - (5) Required characteristics may include testing and test methods and (12) technical specification to refer to a specific make or source is justified by the subject matter of the contract. Leidos expect the Russell Chest Seal to be the only suitable product. However, if a supplier was to present an equivalent Chest Seal which has undertaken and passed the specified UK Military operational testing requirements and also meets the Leidos requirement, Leidos is prepared to consider such as an alternative
