Description
Telford and Wrekin Council is looking to procure experienced technical expertise with proven skills in carrying out an options appraisal for the future delivery of the Grounds Maintenance and Street Cleansing service, whether this a wholly externalised service, an in-house only service or mix of in-house and outsourcing. The Council's ground maintenance and street cleansing service is currently delivered through an outsourced contract which will expire at the end of March 2019. The Council is currently considering the best delivery option for the service beyond this time; work has commenced on an options appraisal, but the Council now requires independent expertise to complete the work and make recommendations on the best delivery model for the future operation of the service, taking into account the Council's continuing objectives of reducing costs, enhancing flexibility and improving quality of the service The Council requires commercially focussed and financial expertise with experience of advising local authorities on complex local authority in-sourcing and out-sourcing projects for grounds maintenance and street cleansing to complete the work, this is likely to be needed from early October 2016 to mid November 2016.
