Description
Uttlesford District Council are seeking the replace our existing systems with the provision of new HR Software and a Fully Managed Payroll Bureau to the Council. We wish to appoint one provider to install, implement, support and maintain software and related services in the provision of a new integrated Human Resources and Payroll system along with a payroll bureau service which fully integrates with the HR and Payroll system and also interfaces with both our Finance system, ("Integra") and Microsoft Outlook The appointment will include the following provisions • an integrated document management system for the personnel records. • a self-service employee portal for managing all aspects of personal details, appraisal and training submission, annual leave and flexi-time booking and submission of mileage and expenses claims. • training in use of the system for HR and Payroll staff (currently 4 members of staff). • training in the use of the self-service portal (anticipated to be 36 staff appointed to act as "champions" who will cascade to all staff. We suggest a minimum of 6 sessions, with 6 staff per session - variants will be considered) • a mandatory requirement that the HR and Payroll system be "post-based" not person-based system. The bureau service must be able to link more than one post to enable a single payment to a person who holds multiple posts. • pay slips will be electronic by default and available for viewing via the self-service portal.
