Worsley Mesnes Estate Regeneration Master Planning 2016

Wigan and Leigh Homes (WALH), acting on behalf of Wigan Council, invite tenders from consultants to provide proposals for the Master Planning of Wigan's Worsley Mesnes North Estate. The scope of the commission for master planning the Worsley Mesnes estate is to include: * Initial master planning options. * Community consultation. * Design code and regeneration strategy. * Financial viability assessment (evidence based) - Overview of current housing markets / Analysis of demand, rental levels, supply, price & turnover / Analysis of economic/development dynamic in context of the wider area / ‘Soft market testing’ with private sector developers/investors. * Identification of the development options for the regeneration and delivery of the Worsley Mesnes estate, including options on phasing and the potential delivery vehicles, investment partnership models and financial support for land/ property assembly and remediation to deliver the regeneration works. * A proposed strategy for the regeneration of the area to a standard and format that enables WALH to use the proposed strategy as part of the selection process to appoint a development partner(s). The closing date of Friday 26th August 2016 at 17:00 represents the deadline for the submission of final tenders.
