Gwasanaethau Cynghori Strategol, Economaidd, Masnachol a Sefydliadol ar gyfer Llyfrgell Genedlaethol Cymru
Mae Llyfrgell Genedlaethol Cymru yn cychwyn ar gyfnod o ddatblygiad strategol a thrawsnewid sylweddol i gefnogi ei Strategaeth ar gyfer 2025–2030. Mae hyn yn cynnwys amrywiaeth o fentrau cyfalaf, gweithredol a sefydliadol posibl sydd â’r nod o sicrhau cynaliadwyedd, hygyrchedd a pherthnasedd hirdymor casgliadau, gwasanaethau ac ystad y Llyfrgell.
Fel Corff a Noddir gan Lywodraeth Cymru, rhaid i Lyfrgell Genedlaethol Cymru sicrhau bod pob buddsoddiad strategol a phob penderfyniad mawr yn seiliedig ar dystiolaeth gadarn, cynllunio ariannol cadarn, a chydymffurfiaeth ag egwyddorion Llyfr Gwyrdd Trysorlys EF a Gwell Achosion Busnes, yn ogystal â gofynion Llywodraeth Cymru.
Dros y blynyddoedd nesaf, mae Llyfrgell Genedlaethol Cymru yn rhagweld yr angen i ddatblygu a chyflawni amrywiaeth o brosiectau a rhaglenni, a all gynnwys:
• Buddsoddiad cyfalaf mewn ystad ac isadeiledd
• Datblygu gwasanaethau a modelau cyflawni newydd
• Mentrau masnacheiddio a chynhyrchu incwm
• Trawsnewid sefydliadol a gweithredol
• Cyfleoedd adfywio diwylliannol a seiliedig ar le
Bydd y mentrau hyn yn gofyn am wahanol lefelau o gymorth cynghori strategol, gan gynnwys datblygu opsiynau cynnar, paratoi rhaglenni ac achosion busnes, dadansoddi masnachol, economaidd ac ariannol, a chynllunio gweithredu.
Er mwyn cefnogi’r rhaglen weithgarwch esblygol hon, mae Llyfrgell Genedlaethol Cymru angen mynediad at bartner cynghori dibynadwy a phrofiadol sy’n gallu darparu cymorth o ansawdd uchel, hyblyg ac ymatebol ar draws sawl disgyblaeth.
Mae’r broses gaffael hon yn edrych i benodi un ymgynghoriaeth i ddarparu Gwasanaethau Cynghori Strategol, Economaidd, Masnachol a Sefydliadol, gan alluogi Llyfrgell Genedlaethol Cymru i gomisiynu cymorth arbenigol yn effeithlon yn ôl yr angen dros gyfnod y contract.
Y comisiwn cyntaf i’w ddyfarnu o dan y contract hwn fydd paratoi Achos Busnes Rhaglen sy’n ymwneud â datblygu ystad ychwanegol i gefnogi capasiti storio hirdymor, gwydnwch a datblygiad strategol Llyfrgell Genedlaethol Cymru. The National Library of Wales is entering a period of significant strategic development and transformation in support of its Strategy for 2025–2030. This includes a range of potential capital, operational and organisational initiatives aimed at ensuring the long-term sustainability, accessibility and relevance of the Library’s collections, services and estate.
As a Welsh Government Sponsored Body, NLW must ensure that all strategic investments and major decisions are underpinned by robust evidence, sound financial planning, and compliance with HM Treasury Green Book and Better Business Cases principles and Welsh Government requirements.
Over the coming years, NLW anticipates the need to develop and deliver a range of projects and programmes, which may include:
• Capital investment in estate and infrastructure
• Development of new services and delivery models
• Commercialisation and income generation initiatives
• Organisational and operational transformation
• Cultural and place-based regeneration opportunities
These initiatives will require varying levels of strategic advisory support, including early-stage option development, programme and business case preparation, commercial, economic and financial analysis, and implementation planning.
To support this evolving programme of activity, NLW requires access to a trusted, experienced advisory partner capable of providing high-quality, flexible and responsive support across multiple disciplines.
This procurement therefore seeks to appoint a single consultancy to provide Strategic, Economic, Commercial and Organisational Advisory Services, enabling NLW to efficiently commission expert support as required over the contract period.
The first commission to be awarded under this contract will be the preparation of a Programme Business Case (PBC) which concerns the development of an additional estate to support the National Library of Wales’ long-term storage capacity, resilience, and strategic development.
