Description
The Tenderer shall provide a resilient and responsive guarding service that controls entry to the building, manages the secure and orderly operation of public access meetings, supports the safety of elected members, employees and other building users, and contributes to the organisation's wider protective security arrangements. The Tenderer shall be intelligence led, risk-based and capable of adapting dynamically to changes in threat, attendance levels, protest activity, disorder, safeguarding concerns, suspicious behaviour, emergency situations or revised client instructions.
The premises are a historic civic building with regular attendance by elected members, officers, invited guests, contractors, press/media representatives and members of the public. The building hosts formal meetings, democratic proceedings and other public facing activity. The Tenderer shall recognise that the operating environment combines the requirements of a public building, a workplace, a democratic venue and a heritage setting. Security arrangements shall therefore balance safety, access, professionalism, discretion, preservation of the historic environment, customer care and legal compliance.
