Description

Beccles Quay car park is a gravelled car park off Fen Lane, Beccles, NR34 9BB. Access is via a private road, also owned by the Trust. The car park is 1977sq m (although this includes the spaces for motorhomes). The car park does not have individually marked spaces but c60-65 cars can park at same time. The parking charges are: 8am to 6pm: •First hour: FREE •Up to 2 hours: £1 •Up to 3 hours: £1.50 •Up to 4 hours: £2.50 •Up to 5 hours: £3 •All day: £4.50 6pm to 8am: free. Charges are reviewed annually. Income from the car park for 2024-25 was £25,824. (NB The car park includes an area to park 5 motorhomes. This part of the car park is excluded from this contract, as we will have separate arrangements. However, we will expect the successful bidder to co-operate with the motorhome provider to ensure that inappropriate charges are not levied). Our requirements •Payment facilities: minimum: machine for cash payment, alongside a nationally recognised payment app (Ringo, PayByPhone, JustPark, APCOA Connect or Appyway). The app must be able to register a period of free parking. The option to pay by card as well as cash on the payment machine is highly desirable. •Signage, both to indicate how to pay and to ensure that any PCNs issued are enforceable. •Ability for us to suspend PCNs a specified number of times per year to facilitate events on the Quay field. •Ability for us to identify exempt vehicles that would not be subject to enforcement (e.g. our annual mooring tenants get free parking as part of their mooring fee). Service standards •Any 'out of service' on either the app or pay machine to be rectified within 48 hours of us notifying you. •Cash to be collected at least weekly. (NB We are willing to consider bids from smaller providers for whom weekly cash collection would be problematic. We would be willing to collect and manage cash, but we would expect a reduction in charges). •Payments to be made to us of all income monthly. •Changes in charges to be implemented to an agreed timeframe. Please advise the minimum period that you would need to implement such changes. •Management information: we require data on the usage of the car park. Please advise what information you would be able to supply us on occupancy rates. How to apply Via written bid describing how you will meet our requirements and service standards, including details of your charges, by 5pm on Friday 27th June. Please include the lead-in time that you would require to take-on our site. Bids can be via email (to admin@becclestowncouncil.gov.uk) or by post to: Beccles Town Council, Town Hall, The Walk, Beccles, NR34 9AJ, marked FAO Paul Cunningham. Informal enquiries or clarifications can be made by contacting Paul Cunningham, at paul.cunningham@becclestowncouncil.gov.uk or on 01502 712109. Shortlisted bids will be invited to a selection day in early July 2025. We plan to award a contract to the successful bidder by mid-July, with the management commencing from 21st August 2025.
