Description

Kirklees Council ("Authority") is providing this update to interested Suppliers in relation to the forthcoming procurement of its Integrated Resource and Waste Management Services (IRWMS) contract. This notice is intended to provide an update on the anticipated procurement timetable and the proposed arrangements for supplier visits to the Energy from Waste (EfW) facility during the planned shutdown period. The EfW site visit is being provided to enable interested potential suppliers to inspect one of the principal facilities within the scope of the IRWMS contract during the planned shutdown period. This will allow access to areas that may not ordinarily be available during normal operations and will support potential suppliers in forming their own assessment of the condition and operational standard of the facility. The EfW service requirement comprises the operation and maintenance of the Authority's Energy from Waste facility, including the treatment and disposal of all the Authorities agreed waste tonnages. This includes waste acceptance and handling, day-to-day facility operations, staffing, management of all residues and EfW outputs. Suppliers shall provide services that include the provision of routine, planned and unplanned maintenance, lifecycle maintenance, and spare parts management in line with applicable UK standards, Industry Codes of Practice and recognised Good Industry Practice. The Supplier will also need to provide energy marketing services, and ensure the facility's compliance with all applicable, KPI's, consents, operational standards, health and safety, environmental, reporting, and business continuity requirements. In addition to the above, the scope includes waste reception and transfer station operations, household waste recycling centre operations, haulage, materials management, mobilisation, business continuity, third party waste management and associated service management, health, safety, environmental and social value requirements. The facilities have a good performance track record and are well maintained and include: • Energy from Waste (EfW) plant with a design-capacity to incinerate approx 136,000 tonnes per annum of residual waste (operational since January 2001); • a Waste Transfer Station (WTS) in Huddersfield with a capacity to handle 14,000 tonnes per annum (operational since October 2001); • Another Waste Transfer Station in Dewsbury with a capacity to handle 150,000 tonnes per annum of residual waste and recycling material (operational since July 2001); • Four Household Waste Recycling Centre's, two primary sites located adjacent to the waste transfer stations; • A small bulking facility for green and inert waste. The services required are: • A solution for residual waste treatment and recycling collected from the Council's domestic and trade rounds that aim to be in accordance with Simpler Recycling principles in 2028. • Integrated resource and waste management services to operate and maintain the existing facilities listed above; •Solutions are also required for: HWRCs; operation and maintenance of the 4 sites including bulking, processing and haulage, to markets and minimising waste to landfill; • Meeting performance measures, including: recycling; environmental; and carbon reduction targets; • Use of innovative technology for efficiency in: data collection; reporting; supporting decisions; and transparency. Waste streams in scope: • Residual Waste; • Dry Mixed Recycling; • HWRC Waste; • Bulky Items; • Persistent Organic Pollutants; • Garden Waste; • Street Litter; • Street Sweepings; • Clinical Waste; • Hazardous Waste (e.g. batteries, chemicals); • Dead Animals • There is also potential for this to extend to Food Waste. Volumes of waste: The annual tonnage of waste requiring treatment based on 2024/25 information are approximately:- -General waste 121000 - Comingled Recycling 19000 - Bulky waste 7000 - Garden waste 15000 - Other 1500 Contract Duration: The contract is expected to start in April 2028 for an initial 15 years with the option to extend for up to a further 2 years with a maximum expiry of March 2045
