Description

Asbestos Management Services Framework (AMS2) Framework Details 1.1.1. Cardiff City Council, Bridgend County Borough Council, Vale of Glamorgan Council, Monmouthshire County Council and Torfaen County Borough Council are looking to appoint suitably qualified and accredited Contractors who can deliver high quality Works and Services to meet the Council’s Asbestos Management requirements on the second iteration of the Framework. 1.1.2. Cardiff Council manages approximately 388 corporate domestic & non-domestic properties across the city. Bridgend County Borough Council manages approximately 276 properties across the city. To meet its obligations under the Health and Safety at Work Act 1974 and the Control of Asbestos Regulations 2012 (CAR 2012), the Council requires comprehensive asbestos management services. 1.1.3. The Framework will be awarded for a fixed term of 2 years with the option to extend by 2 x 12 months. 1.1.4. The estimated value of the Framework (being the maximum amount the Contracting Authority could expect to pay under the Framework, including the value of Services and Works, if any option to supply additional Goods, Services, Works were exercised and/or if any option to extend or renew the term were exercised) is £4,000,000.00 (exclusive of VAT). The Contracting Authorities wishes to appoint (twenty-two) provider(s) to deliver the Asbestos Management Services Framework in the following structure: Lot 1 – Air Monitoring and Four-Stage Clearance (7 Contractors) Requirements usually take the form of the following: • Personal sampling for the assessment of respirator protection • Static sampling to assess background levels • Air monitoring during asbestos removal works • Air monitoring after asbestos removal works are complete • Four-stage clearances • Certificates of reoccupation This is not an exhaustive list, and other forms of air monitoring may be required or specified. As a minimum Tendering Organisations must be able to provide air monitoring in the forms set out above. Lot 2 – Asbestos Removal (5 Contractors) Asbestos Removal requirements will typically take the form of the following: • Small scale localised licensed removal works in Contracting Authority owned domestic and non-domestic properties • Large scale licensed removal works encompassing entire domestic and non-domestic Contracting Authority owned properties • Non-licensed, notifiable removal works in Contracting Authority owned domestic and non-domestic properties • Non-licensed removal works in Contracting Authority owned domestic and non-domestic properties • Removal of fly-tipped waste • Decontamination of waste bins and waste trucks • Collection and disposal of asbestos items from specified sites Lot 3 – Asbestos Surveys (5 Contractors) The Contracting Authority commissions asbestos surveys (‘Survey’) of Contracting Authority owned or managed properties in order to ensure compliance with CAR 2012 and Regulations 3 & 10 of the Management of Health and Safety at Work Regulations 1999. Non-Domestic Survey requirements will take the form of Refurbishment and Demolition (‘R & D’) surveys as set out in HSG264 either to parts or the whole of corporate buildings unless otherwise specified and agreed. Due to the nature of this work, Surveys will be subject to rigid turnaround timescales. Survey requirements will typically be required on a per project basis and therefore work volumes are subject to requirements. However, Contractors should note that work is likely to peak during certain periods of the year when some buildings are unoccupied. Lot 4 – Bulk Sample Analysis (5 Contractors) Employees of the Contracting Authority will take samples as part of their duties and leave them at designated offices, along with a completed cover sheet detailing key information such as purchase order number, sample details, requester information, and required turnaround time. Samples are labelled by urgency - Category A (24 hours), B (48 hours), or C (5 days). The Contractor may need to collect the samples from the Authority’s office during working hours, though in most cases the Authority’s staff may deliver samples directly to the Contractor’s laboratory. Bulk sample analysis will typically be required to support the Contracting Authority’s general re-survey program in addition to reactive sampling carried out on a per project basis and therefore work volumes are subject to requirements. However, Contractors should note that work is likely to peak during certain periods of the year when some buildings are unoccupied. The Contracting Authority intents to appoint a maximum of twenty-two (22) Contractors across all four (4) Lots. Works & Services will be offered on a cascade approach across Lots 1, 2, 3 and 4 to Rank 1 Contractor, then Rank 2 and so on. Procurement Process The Tender Documentation will be issued by the Contracting Authority via the CDP in connection with a competitive procurement that is being conducted in accordance with the Open Procedure pursuant to section 20(2)(a) the Procurement Act 2023. Tenderers can submit their core Tenderer information and, where a procurement opportunity arises, share this information with the contracting authority via the CDP. It is free to use and will mean Tenderers should no longer have to re-enter this information for each public procurement but simply ensure it is up to date and subsequently shared. The CDP is available at https://www.gov.uk/find-tender. Where a Tenderer, it’s associated persons or sub-contractor provides exclusion grounds within their CDP submission, contracting authorities must or may exclude that Tenderer from the procurement, depending on whether the exclusion ground for which the Tenderer has been put is mandatory or discretionary. Mandatory exclusions are Defined in schedule 6 of the Procurement Act 2023 and Discretionary exclusions are Defined in schedule 7 of the Procurement Act 2023. Anticipated Tender Publication: End of July 2026 Anticipated Tendering Period: 35 days Anticipated Evaluation: 8-10 weeks after Tender Deadline Expected Framework Operation: October 2026 Pre-Market Engagement Questionnaire Note: The Contracting Authority intend for this Framework to be delivered directly by the appointed Contractor(s) and do not anticipate or permit the use of subcontractors for the delivery of asbestos management services. The only exception to this position relates to the provision of specialist access equipment, where subcontracting may be utilised solely for that specific purpose and where it is demonstrably necessary. In all such instances, the Contractor will remain fully responsible for the performance, safety, and compliance of any third party engaged for specialist access provision.
