Participation
Conditions suppliers must meet to bid.
For this contract, suppliers must be legally established, financially compliant, and capable of delivering the required services using their own fleet and vetted staff, but the documents do not require audited accounts or insurance to be in place before award; instead, the supplier must warrant that it is a valid organisation with no insolvency issues, can meet tax and social‑security obligations, maintain appropriate insurance during delivery, and has the operational and financial stability to fulfil the contract, as demonstrated through general due‑diligence and audit rights rather than mandatory pre‑award financial statements.
For this contract, suppliers must demonstrate the technical ability to deliver short‑notice accommodation and specialist coach services using their own fleet, experienced drivers with appropriate security vetting, and proven capability to source suitable hotels nationwide, but the contracting authority must also accept any equivalent qualifications, certifications, or standards that show the supplier can meet these requirements; the documents emphasise operational competence such as providing vetted drivers, reliable transport, and quality accommodation without mandating any single proprietary standard or qualification.
