Description

Procurement and implementation of digital solution(s) for managing recruitment into the Department of Business, Energy and Industrial Strategy (BEIS). Specifically, tools to: 1. Support the initial application process e.g. attraction & screening (Lot 1) 2. Assist with assessment and selection e.g. gamified assessments (Lot 2) 3. Manage the sift, and other administrative tasks e.g. automated sifting (Lot 3) The purpose of the proposed solution(s) is to improve recruitment. BEIS is confronted with several resourcing challenges; improving our systems and processes is a vital pre-requisite to the successful achievement of future large-scale recruitment into the Dept. Proposed solutions should help to deliver the following outcomes: • Improve the user experience. • Broaden talent pool. • Retain a more diverse mix of applicants throughout the process. • Obtain quality data to inform individual selection. • Simplify and/or automate processes; remove most manual elements. • Improve productivity & RoI. • Overall time to hire to be <35 days, with an ambition to achieve <30 days. BEIS uses the Government Recruitment Service to administer much of its recruitment (using Oleeo ATS), & we have no plans to change this overarching arrangement. But we are seeking to innovate on those elements of the recruitment process that sit within our control. We have an appetite to consider both simple and advanced technological solutions (e.g. AI); However, proposals must meet relevant Govt standards, and must be wholly compatible with the recruitment principles of the Civil Service Commission. It is anticipated the contract will commence on 30 November 2020 with an initial 6 month 'proof of concept' (POC) phase applying to each Lot. If the POC is successful, there will be an option to extend the contracts for a further 18 months; with a final extension of 12 months; possible contract durations of 36 months. This procurement will be separated into 3 lots, leading to a maximum of 4 individual contracts being awarded for the POC phase (and any subsequent extensions). Suppliers can tender for multiple lots if they have offerings that fit. Suppliers can also join-up and bid as a consortium. However, the lead supplier for each lot must always be named. This Prior Information Notice is being issued in order to undertake a market consultation exercise with regards to the requirements detailed above. BEIS are looking to achieve the following: 1. Understand current tools available for the above objectives within the market 2. Understand any innovations/other functionality within this space to achieve the above objectives 3. Identification of any unfeasible requirements, or any new requirements Budget: £160,000 - £600,000.00 excluding VAT for the 36-month term inclusive of extensions. The exact split of the budget against each Lot will be determined following the supplier day.
