***THIS IS NOT A CALL FOR COMPETITION**** This contract has been awarded against competitive quotation. The project should deliver: 1. A simple data skills competency framework that covers a maximum of four levels of skills competencies for the six essential functions described above (data skills capabilities). The framework should include clear definitions and be appropriate for self-reporting across all stakeholders delivering or supporting health and biomedical research (including both data science practitioners and researchers; and agnostic to background discipline). Table 4.1 from release 2 of the EDSF Data Science Competence Framework provides a suggested starting point for simplification (provided below). 2. A survey based on the four-point scale within the developed framework. The survey should elicit the following evidence for each of the six essential data skills capabilities provided above: A. Self-report of respondents current level of competency; B. Self-report of the competency level accessible and available (as part of their direct research network) to support the respondent; C. Self-report of the level of competency required for the optimal delivery of their current research projects (irrespective of whether they have access to this or not). D. Self-report an estimate of the competency of the respondent that will be required to support optimal delivery of their potential future research in approximately 5-years' time, say in 2025; E. Self-report an estimate of the competency that will need to be available to the respondent (as part of their direct research network) to support optimal delivery of their research in 2025; F. Self-report an estimate of the level of competency they predict will be available (either personally, or as part of their direct research network) to support their research in 2025.
