Description
Tenders are invited from suitably qualified consultants with relevant experience who are able to demonstrate sufficient skills and capacity to carry out survey work, assessment and review necessary to produce the SHELAA for the Council. The project brief available via the Councils e-tendering portal outlines the policy background, the Council's expectations for the SHELAA, and details the requirements for tender submissions. In summary the Council requires a robust assessment of land availability in conformity with the National Planning Policy Framework (NPPF) and Planning Practice Guidance to inform the production of the Southend new Local Plan. The assessment should be proportionate, building, where possible, on existing information sources outlined in the guidance and utilising the information provided by the Council, including details of existing Strategic Housing Land Availability Assessment (SHLAA) sites and outstanding permissions. The final report should be user-friendly and concise, providing clear outputs capable of regular review and monitoring.
