Herefordshire Council require an IT system to create and maintain Personal Education Plans (PEPs) for looked after children. The Personal Education Plan (PEP) is part of a looked after child's care plan and is jointly written and owned by the young person, the school and the local authority. In Herefordshire, the Virtual School for Looked After Children is responsible for ensuring that each child has a PEP which is of high quality and completed meets statutory guidance. In addition, the PEP records how pupil premium for looked after children is used to raise attainment. It can be used to enable the academic progress of the child to be monitored. A PEP is required for all children looked after by Herefordshire from pre-school to age 18. There are currently approximately 300 children and young people eligible for a PEP.
