Description

Arc Property Services Partnership Limited (the “Client”) intends to procure a multi-supplier framework agreement for the provision of a comprehensive range of electrical engineering works across the operational estate that it manages on behalf of Nottinghamshire County Council (NCC) and other customers. The Framework will provide access to a maximum of 2 (two) suitably qualified and experienced Contractors capable of delivering works on an as-required basis. The services will support the Client’s construction, maintenance and asset management activities across multiple sites. The scope of services to be delivered under the Framework includes, but is not limited to: - Electrical Distribution & Power Systems: Provision, installation, maintenance and upgrade of electrical distribution infrastructure including main distribution panel boards, distribution boards and power circuits, ensuring reliable and compliant power delivery across facilities. - Lighting Systems & Controls: Design, supply, installation and maintenance of lighting circuits, lighting fittings, lighting controls, emergency lighting and specialist systems such as stage lighting, delivering efficient, compliant and fit-for-purpose illumination solutions. - Specialist & Renewable Systems: Installation and servicing of solar PV systems, UPS systems (including data centre applications) and fan convector heaters, supporting energy efficiency, resilience and environmental performance. - High Voltage & Earthing: Works associated with high voltage equipment and earthing systems, including installation, inspection and compliance testing to ensure safety and operational integrity. - Life Safety & Security Systems: Installation and integration of fire detection and alarm systems and trespasser/intruder detection systems, ensuring compliance with safety regulations and asset protection requirements. - Communications & Ancillary Systems: Provision and installation of TV aerial systems and associated infrastructure to support communication and media distribution needs. - Testing, Commissioning & General Works: Comprehensive general electrical works, load testing, inspection and commissioning activities to validate system performance, compliance and readiness for operation. The Framework will operate under the NEC4 Framework Contract and will enable the Client to commission individual call-off contracts for specific projects or service requirements. Call-off contracts will be arranged using the method that the Client feels will produce the best value from the following list: - Mini-Competition Without Design; - Mini-Competition With Design And / Or Additional Award Criteria; - Accelerated Delivery; or - Objective Criteria Prices will be based on those provided within the Framework Commercial model (where appropriate). The Framework will cover a geographically dispersed estate, with works located across Nottinghamshire (main area), Derbyshire, South Yorkshire and Leicestershire. The anticipated initial term of the Framework is two (2) years, with options to extend for a further two (2) years plus one (1) year (2+2+1), giving a maximum potential duration of five (5) years. The 5 year framework length is to be utilised to coincide with the current end of Arc Partnership’s arrangement with NCC. The total value of the Framework (available to all suppliers) over its full term is £13,200,000 (inclusive of VAT), however there is no guarantee as to the value or volume of work provided. The successful suppliers will be expected to work collaboratively with the Client, contribute to social value outcomes, support carbon reduction objectives and demonstrate high standards of health and safety, compliance, and service delivery across all commissioned works. For the avoidance of doubt and unless otherwise stated, the CPV codes stated within this notice are deemed to include the Category and Sub-category codes below the CPV codes stated, i.e. “71000000: Architectural, construction, engineering and inspection services” is deemed to include “71300000: Engineering services”.

The Client may extend the Framework Agreement by a period of up to two years from the 2nd (second) and up to one year from 4th (fourth) anniversary of the start date. Any extension will be considered upon the following criteria being met: 1) Demonstration by the Supplier of the successful operation of the Framework since the start date. 2) The Client wishes to extend the Framework. 3) The Supplier wishes to extend the Framework.
