Description
This is a Provider Selection Regime Wales (PSR Wales) confirmation of contract award notice. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 and the Procurement Act 2023 do not apply to this award. The publication of this notice confirms the award of the contract to a provider under Direct Award Process 2 and serves as the formal contract award notice under PSR Wales. The contract has been awarded to Cerebral Palsy Cymru following completion of Direct Award Process 2 under the Provider Selection Regime (Wales). The standstill period concluded at midnight on 19 June, during which providers were given the opportunity to make written representations. Following completion of the standstill period, the contract has now been formally awarded. The award decision was made by the evaluation panel comprising: Head of Commissioning – Cwm Taf Morgannwg University Health Board Contracts Officer – Hywel Dda University Health Board Commissioning and Contracting Manager – Swansea Bay University Health Board Direct Award Process 2 was considered the most appropriate route because the existing contract was due to expire and the new contract replaces the existing arrangements without a considerable change to the service model. The commissioners were satisfied that the existing provider met the requirements of the current contract and was likely to continue to satisfy the requirements of the new contract to a sufficient standard. The provider was assessed against the five key criteria prescribed by the Health Services (Provider Selection Regime) (Wales) Regulations 2025 using a pass/fail methodology. The assessment confirmed that the provider demonstrated the required quality, value, collaboration and service sustainability, improvements in access and reduction of health inequalities, and social responsibility. The provider also met all applicable basic selection criteria, including activity levels, insurance arrangements, clinical governance, technical and professional capability, and professional registration. The contract was awarded on 29 June 2026. The services will be provided from 1 July 2026 to 30 June 2027, with options to extend in 2 x 12 month intervals, 1 July 2027 to 30 June 2028 and 1 July 2028 to 30 June 2029. No providers were excluded from the procurement process. The contract was not awarded to an excluded provider. Accordingly, no decision was taken on the grounds that it was necessary to protect public health. All individuals involved in the contract award decision were required to declare any actual, potential or perceived conflicts of interest before participating in the process. No actual, potential or perceived conflicts of interest were declared. Accordingly, no conflict management measures were required. No information has been withheld from this notice under regulation 23(1) of the Health Services (Provider Selection Regime) (Wales) Regulations 2025. (WA Ref:167322)
