Description

Tandridge District Council (TDC) is undertaking preliminary market engagement (PME) in advance of a forthcoming procurement exercise for the provision of domestic gas servicing, maintenance, repair, and installation services, including associated compliance activities, across its housing stock and related assets. We are seeking feedback from the market to inform the design of a proportionate, deliverable, and commercially balanced procurement under the Procurement Act 2023 (PA23). The current intention is that the procurement will be conducted using the Open Procedure, with a single-stage tender process. TDC retains the right to change its approach to the planned procurement process should this be required. This preliminary market engagement (PME) does not constitute a call for competition. Any future procurement will be advertised via the relevant UK e-notification service in accordance with the requirements of the Procurement Act 2023. The services are expected to include, but are not be limited to: • Annual gas safety inspections (Landlord Gas Safety Record – LGSR) in accordance with the Gas Safety (Installation and Use) Regulations 1998 • Planned preventative maintenance (PPM) of domestic gas appliances and systems • Responsive repairs and breakdown maintenance, including emergency call-out services • Installation and replacement of domestic heating systems, including boilers and associated components • Compliance servicing and maintenance of communal and district heating plant (where applicable) • Testing, servicing, and replacement of ancillary safety devices, including carbon monoxide detectors • Flueing systems, ventilation checks, and associated safety inspections • Data management, compliance reporting, and certification, including integration with asset management and compliance systems TDC places significant importance on: • Resident safety and statutory compliance, including alignment with current legislation, regulatory standards, and best practice guidance • Service quality and right-first-time delivery, supported by robust quality assurance processes • Effective resident engagement, including access arrangements and support for vulnerable residents • Workforce competence and training, including Gas Safe registration and ongoing skills development • Decarbonisation and future-proofing, including readiness to support low-carbon heating technologies (e.g. heat pumps and hybrid systems) where required • Social value delivery, including local employment, apprenticeships, and community benefits This Pre Market Engagement does not confer any advantage, and participation is entirely voluntary and is not a condition of future tender participation. Responses will be used to inform internal option appraisal including but not limited to: • Contract packaging and lotting strategy • Appropriate contract duration and extension options • Risk allocation and pricing mechanisms (including inflation/indexation approaches) • Service delivery models and innovation opportunities • Barriers to entry and opportunities to support SME . Procurement strategy, specification development, and contract structuring. No commercial commitments, shortlist, or supplier down selection will result from this exercise. The contract may be extended by up to a further two (2) years, comprising two (2) optional extension periods of one (1) year each, exercisable at the sole discretion of the Authority. Any extension will be subject to satisfactory supplier performance, including achievement of key performance indicators, compliance with statutory obligations, and overall service delivery standards, as assessed by the Authority.
