Description
The Home Office is conducting a procurement of a National Automated Number Plate Recognition (ANPR) Service Application and Associated Services (the ‘NAS Application’). ANPR is a vital law enforcement capability used to detect and disrupt criminal activity, protect vulnerable individuals, and support national security efforts. The National ANPR Service (NAS) provides nationwide functionality to policing and law enforcement agencies and processes high volumes of ANPR data to enable vehicle journey analysis, alerting and evidential use. Around 100 million ANPR reads a day are sent to the NAS providing vehicle journey search, alerting and evidential export functionality to policing and law enforcement agencies across England, Wales, and Scotland. The future NAS Application must be capable of managing high-volume, high-demand operations while ensuring data security and privacy. The requirement is for a commercially available ANPR application, configured and integrated to meet the Authority’s business requirements, together with associated implementation, integration, service management and support services. The solution will be required to operate within the Authority’s technical environment, including integration with the National Strategic ANPR Platform (NSAP), which provides core ANPR data services including read collection, search functionality and alerting. The supplier will be responsible for integration of the proposed solution with NSAP and other relevant Authority and external systems. The scope includes: - Provision, configuration and customisation of an ANPR application, including user interface and supporting services; - System integration, including design, build, testing and deployment of the solution within the Authority’s cloud hosting environment; - Integration with NSAP and other systems as required; - Transition into live service, including training and operational readiness activities; - Ongoing service management, support and maintenance of the solution, including incident, problem, and change management; - Continuous improvement and development to meet evolving operational requirements. The solution must support a range of operational capabilities, including vehicle search and analysis, alerting, case management, auditing, reporting and user access management. The procurement does not include responsibility for core NSAP data services, police-owned infrastructure, or Authority-owned system integration management functions, which will remain outside the scope of this contract. The procurement is being conducted under the Procurement Act 2023 using a Competitive Flexible Procedure.

Participation
Conditions suppliers must meet to bid.
The conditions of participation are set out in the procurement documents. These include requirements relating to legal and financial standing and any minimum standards applicable to participation in the competition
The conditions of participation relating to technical and professional ability are set out in the procurement documents and may include relevant experience, technical capability, delivery capability, security capability, key personnel and other minimum requirements appropriate to this procurement.
Suppliers will be assessed based on their Conditions of Participation responses. This will include a pass/fail compliance assessment and technical assesment comprising of a pass fail question and scored questions against published criteria. Suppliers meeting minimum thresholds will be ranked by total score, and the highest scoring suppliers (up to a maximum of five) will be invited to tender. In the event of a tie, the Authority reserves the right to apply objective tie-break criteria as set out in the procurement documents Further detail on the evaluation methodology, scoring approach, and any applicable thresholds is provided in the procurement documents.

All instructions for accessing the procurement documents and submitting a response are provided within Jaggaer and the associated tender documentation. The procurement will be managed electronically using the Jaggaer eSourcing portal. This portal enables suppliers to submit their Conditions of Participation response and any subsequent responses to requests for information, tenders or proposals. To participate in this procurement, suppliers must register on the Jaggaer eSourcing portal. Please note that suppliers must register their interest in this specific procurement, regardless of any prior involvement in market engagement activities. Participation in earlier engagement does not constitute an expression of interest. Due to the sensitive nature of the requirement, suppliers wishing to participate will be required to enter into a Non-Disclosure Agreement (NDA) or upload evidence of an existing NDA relevant to the procurement and complete a Security Aspects Letter (SAL). These are administrative requirements to enable access to detailed procurement documentation and do not form conditions of participation or award criteria. These requirements will be applied equally to all suppliers and managed via Jaggaer Event pqq_817 Following completion of the NDA and SAL requirements, suppliers will be able to gain access to the Conditions of Participation stage and associated documentation. Suppliers are encouraged to register and complete the NDA and SAL requirements as early as possible to maximise the available time for reviewing documentation and preparing responses. To maximise the full response time in the conditions of participation stage expressions of interest should be registered with the Authority by 12:00 (BST) on 7 July 2026. The conditions of participation stage will commence on 8 July 2026 and will remain open for a minimum of 25 days in accordance with the Procurement Act 2023. Clarification requests relating to the Conditions of Participation must be submitted via Jaggaer no later than 12:00 (BST) on 22 July 2026. The deadline for submission of Conditions of Participation responses is 17:00 (BST) on 4 August 2026. Please note: The Authority intends to provide an initial set of draft ITT documents at the Conditions of Participation stage. These materials will be classified as OFFICIAL and will require completion of the NDA and SAL prior to access. Further ITT documentation and a release of Data Room materials will be issued at ITT stage. This will include OFFICIAL-SENSITIVE information. To access such materials, the bidder's team must hold SC and NPPV3 clearance. Suppliers without the required clearances are advised to begin the clearance process as early as possible. The Authority reserves the right to amend the timetable or other aspects of the procurement where necessary. Any changes will be communicated to all participating suppliers via Jaggaer. All communication in relation to this procurement must be conducted via the Jaggaer portal only.
