CSV Validation tool support

Review of current environment and creation of an agreed initial delivery plan for the project term. Update Scala version, libraries and other dependencies, including any necessary refactoring work required where such library features are now deprecated or obsolete. Code review and merging of outstanding pull requests where appropriate Resolution of outstanding bugs on the GitHub issues log - the team can assist in prioritisation or if the path to resolution is unclear.
