Description

Barnsley Metropolitan Borough Council (the Council) is undertaking this procurement to establish a multi‑provider Framework for the delivery of a Day Opportunities for Adults. The procurement is being conducted under the Light Touch Regime in accordance with the Procurement Act 2023, reflecting the nature of the services and the need for a proportionate and flexible approach. The Council is seeking to establish a Light Touch Flexible Framework Agreement with Multiple Providers to deliver services as part of the Day opportunities service. The services delivered under this Framework comprise the provision of day services and day opportunities, including structured activities provided during the day, evenings and/or weekends, designed to meet the assessed needs and outcomes identified within an individual's Care and Support Plan. These services are delivered outside of the Service User's home and are intended to promote wellbeing, independence, social inclusion, and personal development. For the avoidance of doubt, this Framework does not include services that would ordinarily be classified as domiciliary care, home care, or personal care services delivered within a Service User's home.
