Description
This work order supports National Highways' urgent push toward net zero by safely trialling and proving new low carbon road surfacing materials before they are used more widely on the network. It focuses on testing innovative asphalt technologies under real traffic conditions to make sure they are durable, safe, and deliver genuine carbon and whole life cost savings compared with traditional materials. The work is important because roads are a major source of construction emissions, and without evidence from properly monitored trials, we cannot confidently update standards or roll these solutions out at scale. There is also a time critical element, as trials must align with live maintenance schemes and suitable weather windows to avoid performance or safety risks. By using a cost reimbursable contract and strong technical oversight, the project manages risk while ensuring National Highways can make informed, safe decisions that protect road users and accelerate progress toward its 2040 net zero commitment.
