Description

The final date and time for the submission of bids is Thursday 14th November 2019 at 11:00 AM. All tender information MUST be submitted through the Delta eSourcing Portal. Brief Description of Requirement The Department for Business, Energy and Industrial Strategy (BEIS) Office for Product Safety and Standards have a requirement to appoint a Contractor who will test a selection of end of life appliances to verify compliance with the applicable regulations. The primary objective of this work is to generate high quality evidence in order to help OPSS to understand exactly how safe 2nd hand appliances are compared to when they were new. This will help inform what further research work might be necessary, and to refine our messaging in this important area. To address these questions, this project will purchase 24 end of life appliances and test them and inspect them for safety. The results of the testing will show not only what the most common and serious reasons for failure are, but also identify weaknesses or omissions in the current IEC60335 series test standards. The Major Domestic Appliances within scope of this work are: fridge-freezers, dishwashers, tumble dryers and washing machines. The purpose of this framework is to appoint 2 suppliers to provide testing services for end of life domestic appliances against safety standards. There are 24 appliances that require testing which have been split into 2 groups: Group 1 6 x Domestic Washing Machines 6 x Domestic Tumble Dryers Group 2 6 x Domestic Dishwashers 6 x Domestic Fridge Freezers One supplier will be required to test the appliances listed within Group 1 and the other supplier will be required to test the appliances within Group 2. Each supplier is required to provide a final PowerPoint report, to include an analysis of the findings and an evaluation of the success of the programme.
