Brief Description of Requirement: The Government's Spaceflight Programme aims to create conditions enabling the UK to be the first country in Europe to achieve commercial spaceflight - generating growth for the UK's economy and establishing the foundations for ongoing market growth and commercial sustainability by 2030. As UK launch capabilities are developed and become operational from the early 2020s, the UKSA must accurately monitor and evaluate the benefits and disbenefits associated with the creation of a UK launch market. Whilst exploratory monitoring and evaluation (M&E) planning has been conducted, the UKSA has limited analytical resource to ensure all impacts are appropriately monitored and evaluated. The UKSA therefore requires external support to assist in the creation of a M&E framework.
