Description

Leeds City Council is seeking to procure a cloud hosted Highways and Transportation Digital Information Management System to: • support asset management; • manage the highway network considering customer needs, local priorities, asset condition; and • make the best use of resources to deliver the most effective highway maintenance services. The key requirements are that any proposed system must: • Be cloud hosted; • Maintain a Register of Assets with comprehensive and flexible records retention, archiving and deletion functionality; • Facilitate the scheduling, coordination and cost management of inspections and maintenance works, as well as raising works orders; • Assist with forward planning and prioritisation; • Support the management of the highway network and coordination of road closures, planned works, permits, and licenses; • Have mapping functionality to plot the location of assets, plan routes and display other spatial data sets; • Utilise mobile technology to allow for data collection in the field; • Include a reporting tool comprising a comprehensive suite of reports as well as the ability to create user defined reports; • Interface with other Leeds City Council systems; as well as external systems such as DfT Street Manager and BIM360; • Meet GDPR and PSN compliance requirements. The following Software and Services, as a minimum, shall be provided under this contract: • Highways and Transportation Digital Information Management System (cloud hosted) • Any additional modules/functionality required to meet LCC requirements • Implementation services • Installation services • Configuration services • Integration services • Migration services • On-going support and maintenance services • System development and customisation • Training • Software/system upgrades
