Brief Description of Requirement Heat networks are systems of insulated pipes that deliver heat from a central source to multiple end-users. Heat network pipe infrastructure is heat source and fuel agnostic, so can take heat from a variety of low carbon sources including renewables, recovered heat and combined heat and power. There are two types of Heat Networks. The first is communal heating, in which all dwellings within a single building are supplied by a central heating system. The second is district heating, where heat is produced from a central source and delivered through a network to multiple buildings or sites. Buildings could be residential, public or commercial use or some combination of these. Heat Networks are a key element of the Clean Growth Strategy for the UK's decarbonisation of heat. Heat decarbonisation is essential for the UK to meet its climate change obligations. This research will be essential to build upon the evidence base to support policy development. It is important that the research provides a critical assessment and overarching framework that compares the characteristics and impacts of different regulatory models that have been adopted in other countries, along with consideration of their applicability to the UK. This contract will be awarded based on the evaluation criteria set out in the ITQ / RFP document.
