Description
The Council would like to procure a Framework Agreement to provide responsive property maintenance and minor works split into the below lots: • Lot 1 - Building Works • Lot 2 - Plumbing • Lot 3 - Mechanical • Lot 4 - Electrical • Lot 5 - Drainage The work orders across all lots will be for works under £5,000. The above works will be undertaken in the following eight administrative areas of the County of Staffordshire: • Cannock Chase • East Staffordshire • Lichfield • Newcastle • South Staffordshire • Stafford Borough • Staffordshire Moorlands • Tamworth Suppliers can select which districts and boroughs they would like to cover within Staffordshire. The properties include all types of buildings operated by a Local Authority including (but not limited to) educational, residential care homes, civic buildings, offices, fire stations, enterprise centres and small industrial units. Emergency Call Out Response - It is mandatory that successful suppliers adhere to a strict maximum attendance within 2 hours of receipt of oral request. The requirement is to cover 365 days of the year, 24 hours per day including weekends and bank holidays.

Staffordshire County Council requires the successful Supplier to have ongoing 3rd party accreditations which meet the following requirements during the term of the Framework: 1. To have a compliant Health & Safety accreditation performed by a Safety Schemes in Procurement ('SSIP'). For more information refer to the link https://ssip.org.uk/members/# 2: Valid and compliant member of an independent pre-qualification accrediting body. for example, Constructionline (accredited to a minimum membership level of 'GOLD') or other equivalent bodies, offer such a service. Note 1 - the accrediting bodies must allow for annual refreshes/vetting of the Supplier in the areas Note 2 - where brand names are mentioned, the Authority will consider equivalents Note 3 - evidence of the above accreditations MUST be provided to the Authority by successful Supplier prior to Contract Award Competency requirements - Have at least one employee with the following qualifications: City & Guilds Level 6 NVQ Diploma in Construction Site Management (6578) City & Guilds Level 2 Technical Certificate in Site Carpentry (7906-20) City & Guilds Level 2 Technical Certificate in Bricklaying (7905-20) City & Guilds Level 2 Diploma in Plastering (6708-23) City & Guilds Level 2 Diploma in Painting & Decorating (6707-23) City & Guilds Level 2 Diploma in Roof Slating and Tiling (6718-02) Any personnel utilised on this contract must have an Enhanced DBS check

This covers independent auditing, H&S practice, certification and building regs. Engineer Competency: Hold an ECS Gold Card. At present this is a level 3 NVQ in an electrotechnical based award, ECS H&S assessment and 18th edition wiring regulations. This covers what may be defined as a "skilled" worker. Any personnel utilised on this contract must have an Enhanced DBS check
